How this was counted

  1. Source. The City of Kansas City, Missouri business-license dataset on Open Data KC. The city publishes only the current list, so the start is an Internet Archive copy taken 25 October 2024 and the end is the city's own file as it stood on 15 January 2026.
  2. The dates. The vote was on 2 April 2024. The earliest copy of the list that survives is from 206 days later. The city’s list keeps licenses after they lapse, and a business counts as active when it holds the current license term, so what this page really compares is license years: a business licensed for 2024 that did not renew for 2025 counts as closed. That reaches back into 2024, so it takes in businesses that closed early that year, including before the vote. It also misses businesses that renewed for 2025 and then closed during 2025; they still count as open here. In the same way, “opened” includes a business whose license had lapsed before the first copy and was renewed for 2025, not only new ones.
  3. What counts as a business. One license is one business. A business is counted as active if its license runs to the end of that year. Every active license counts, not just shops and restaurants: the city's business-type field is too unreliable to filter on (a noodle shop filed as a professional service, a brewery filed as a retailer).
  4. Closed means probably closed. A license that wasn't renewed is counted as a closure. Some of those businesses are still open and just late with the paperwork. 40 of the 45 Crossroads closures, picked at random, were checked by hand against search results and news coverage on 22 September 2026. 16 turned out to be still open (40.0%), and 19 couldn't be settled either way; the ones found still open are not named in the list above. The check was done only in the Crossroads, so how large the same error is in the other districts, and so its effect on the comparison, is unknown. Read the closure counts with that error in mind.
  5. Moves. A business still licensed at a new address somewhere else in Kansas City counts as moved, not closed. A business whose new address is a PO box, out of town, or blank is counted as address unclear: usually a switch to a mailing address, not a closure. Citywide, 270 businesses fell into that group; in the Crossroads, 7.
  6. The districts are the city's official neighborhood boundaries. The East Crossroads sits inside the official Hospital Hill neighborhood, so the part of Hospital Hill north of 22nd Street is counted as Crossroads.

Citywide means every license located inside the city’s neighborhood map, including the few areas the map leaves unnamed. 9,109 active licenses are located outside that map, 678 list only a PO box, and 119 have no location at all; none of those are counted anywhere (at the start: 8,178, 654, and 92).
  8. Storefronts only. Counting only licenses filed as retail, food and drink, personal services, or arts and entertainment, the Crossroads closure rate was 11.5% against 15.2% citywide, and net change was +4.9% against +5.1%. On that count, the Crossroads lost businesses more slowly than the city as a whole: its closure rate was 0.76x the citywide rate. It points the same way as the headline figure. Because so many restaurants and bars are filed under other types, this count misses some of them.
  9. Rules, not judgment. The sentence at the top of this page is picked by a fixed rule: within 20% of the citywide closure rate, either way, is “about the citywide rate.”
